Neo-CLI v3.1.0 was released on December 2, 2021. The corresponding Testnet will be set up on December 6, 2021. 

Pay attention: Neo-CLI v3.1.0 is based on .NET 6.0, so please update your .NET SDK if necessary.

If this TestNet runs smoothly, NGD will organize N3 MainNet Upgrade two weeks later.
